🇺🇸 Federal Circuit stays CIT ruling — Section 122 surcharge continues for general public
What happened: The US Court of Appeals for the Federal Circuit issued an administrative stay of the Court of International Trade's 7 May 2026 ruling that had invalidated Section 122 tariffs. Practical effect: CBP continues collecting the 15% Section 122 surcharge at the border for all importers (the CIT's injunction only applied to the three named plaintiffs). On 20 May 2026, the CIT separately denied the government's stay motion, but the Federal Circuit's administrative stay remains in effect pending the appeal.

🇺🇸 Court of International Trade rules Section 122 surcharge unlawful (limited to plaintiffs)
What happened: The US Court of International Trade (CIT) held, in a divided 2-1 decision, that the temporary import surcharge imposed under Section 122 of the Trade Act of 1974 exceeded the President's statutory authority. The court concluded that the statutory conditions required to invoke Section 122 (a fundamental international payments problem) were not satisfied. Key limitation: the resulting permanent injunction applies only to the three plaintiffs — Burlap & Barrel, Inc., Basic Fun, Inc., and the State of Washington. For everyone else, the 15% surcharge continues to be collected.

🇺🇸 Section 122 surcharge implemented at 15% (statutory maximum)
What happened: White House Proclamation 11012 initially set the Section 122 surcharge rate at 10% (signed 20 February 2026). A 22 February amendment raised it to 15% — the statutory maximum allowed under Section 122 of the Trade Act of 1974. The 15% rate became effective 24 February 2026 and is collected by CBP via HTSUS subheading 9903.03.01. Section 122 authority is statutorily capped at 150 days, so the surcharge expires on or about 24 July 2026 unless Congress extends it (the President cannot unilaterally extend). Replaced the revenue from struck-down IEEPA tariffs.

🇺🇸 Supreme Court strikes down IEEPA tariff authority (6-3 decision)
What happened: In a 6-3 decision authored by Chief Justice John G. Roberts Jr. (Learning Resources, Inc. v. Trump and Trump v. V.O.S. Selections, Inc.), the Supreme Court held that the International Emergency Economic Powers Act (IEEPA) does not authorize the President to impose tariffs. The ruling invalidated both the "Reciprocal Tariffs" imposed in April 2025 on "Liberation Day" and the "Trafficking and Immigration Tariffs" relating to fentanyl. Same day, President Trump issued an executive order terminating all IEEPA-based tariffs; CBP halted IEEPA tariff collection at 12:00am ET on 24 February 2026.

🇺🇸 Section 321 de minimis exemption ended for China-origin goods
What happened: President Trump signed an executive action on 1 February 2025 suspending the Section 321 de minimis customs entry process for China-origin shipments (effective 4 February 2025). The Section 321 exemption had previously allowed shipments valued under $800 to enter the US duty-free. The order was issued under IEEPA authority — the same authority later struck down by the Supreme Court in February 2026. Tariff collection was briefly paused on 5 February 2025 while CBP prepared its systems, then resumed. This change fundamentally restructured the economics of platforms like Temu, Shein, and Aliexpress that relied on duty-free sub-$800 cross-border shipping from China.

What changed: Commission rates re-modelled into 5 category clusters. Fashion / Beauty / Health / Baby ~9% (on Cashback Programme); Lifestyle ~8.5%; Electronics / Food / Auto ~6%; Books / Digital / Cameras ~6%; Phones / Computers / Vouchers ~6%. Sellers not on the Cashback Programme pay approximately +5pp higher per category. SST 8% applied on commission. Commission base = price − seller discount − seller voucher.

🇮🇩 Tokopedia Indonesia — Dynamic commission cap raised
What changed: Per-item dynamic commission cap raised from Rp40,000 → Rp650,000. Cap now only bites on items above approximately Rp11 million (previously bit on items above approximately Rp700,000). This significantly increases fees on expensive items but leaves low-to-mid-price items unaffected.

🇵🇭 Shopee Philippines — Coins Cashback restructured as Live Xtra Program
What changed: The Coins Cashback programme was restructured under the new "Seller Growth Service" framework. The rate remained 3.36% but is now branded as the Live Xtra Program, with a ₱200 per-item cap. Earlier reports that Coins Cashback would become free were incorrect — the rate stayed.

🇵🇭 Shopee Philippines — Seller Growth Support Fee introduced
What changed: New Seller Growth Support Fee of 1% of cost of goods sold (COGS) added to all orders. This is a mandatory fee (not opt-in), applied to the order base before VAT. Example: on a ₱370 order, the fee is ₱4 (₱370 × 1%).

🇲🇾 Shopee Malaysia — Platform Support Fee RM0.54 introduced
What changed: New Platform Support Fee of RM0.54 flat per order (RM0.50 + 8% SST) effective from 16 July 2025. Small sellers below a monthly GMV/order threshold (approximately ≤RM3,000 GMV and ≤200 orders) are waived. The "5% PSF" figure circulated by third parties is incorrect — the official fee is the RM0.54 flat amount.

- Read the full article text — for JavaScript-rendered seller hubs, this means capturing a screenshot PDF of the rendered article.
- Cross-reference against established e-commerce SaaS providers (BigSeller, Duoke, OneCart, Cloud Ecommerce) where available, to catch official-article ambiguity.
- Update the relevant calculator's constants and refresh the "Last verified" date stamp.
- Record the verification in our internal audit log.
Our standard is no unverified specific number: if we cannot trace a rate to an official source checked in the same session, we either omit it or describe it as a range pointing back to the seller centre. The full standard is documented in our internal SOP-001 (Accuracy & Anti-Fabrication).
